Position Duties / Responsibilities
SENIOR CONSTRUCTION ENGINEER I

Leads construction engineers in a broad range of construction
engineering work within a specific engineering discipline for a
particular area of the project. Provides engineering assistance to
superintendents, directs assigned personnel in meeting cost and time
schedules, verifies materials, equipment, and quality and assures
results meet design requirements.

On a large project, independently performs assigned activities in one
discipline, interfacing with other disciplines in all areas of the
jobsite.
On a small to medium-sized project, functions as a lead discipline
engineer, coordinating related discipline activities and interfacing
with other areas/disciplines on the jobsite.


Requires:
-Knowledge of construction operations relating to field activities for
electrical/instrumentation work, construction techniques and processes,
productivity, quality, safety, construction equipment/tools, manpower
planning, work planning, labor relations, materials
-Knowledge of document controls, Setroute, QA/QC procedures, progress
reporting, constructability, Subcontracts, procurement (BPS),
construction processes
In early design phases of the project, inputs construction
considerations into plant sitting evaluations and overall plant design
philosophies.
Follows design development and, where possible, suggests economical
construction details to be incorporated into design drawings and
specifications.

Interfaces with other coordinators and Construction Engineering groups
to develop the most economical construction methods and techniques.
Participates in overall construction plans, layouts, organization, etc.
Participates in Project Team evaluation of home office
contracts/subcontracts. Assists in the issuance of field
contracts/subcontracts before the field office is established.
Develops field organization and construction equipment bar charts, with
the assistance of the construction support groups, for the Site Manager.
Develops the construction portion of the Project Procedure Manual.
Works with Project Engineering, the Site Manager and construction
support groups to develop the scope and layout of temporary facilities.
Reviews the implementation of the quality control program by
construction.
Reviews all communications received by the Construction Department for
the project and performs the necessary actions for the Site Manager with
his approval and/or direction. Visits the job-site, as required.
Works closely with the Site Manager and coordinates efforts and
activities to meet the project requirements. Participates in the
resolution of problems.
Participates in home office and field meetings with Project Team
members, other Bechtel entities, and client personnel as required.
Uses individual knowledge and familiarity with the assigned job as well
as past experience, with assistance from the construction support
groups, to identify potential problem areas or trends.
Communicate directly with the field and home office Project Team members
regarding significant problem areas, solutions, etc.
Reviews cost reports and schedule reports. Highlights problem areas,
worsening trends, budget overruns, quantity variances, etc., and brings
them to the attention of the Site Manager and other responsible project
personnel.
Constantly aware of any major quantity changes due to design evolution,
scope change, etc. Verify that field and home office documents agree.
Follows expediting reports of home office purchased items and
coordinates with Procurement for special expediting of potential late
items which jeopardize the schedule.
Participates in the preparation and review of construction cost
estimates, budgets, forecasts and schedules.
Reviews the weekly progress and force reports and correlates data for
reasonableness, man-hours worked, percentage complete, performance,
schedule, etc.
Reviews each cost trend and forecast at the Project Team review meetings
and assess the reasonableness and/or accuracy of the data assembled by
Project Controls labor productivity, distributable accounts, quantities,
manpower projections and curves, schedules, and scope changes should be
reviewed thoroughly.
Checks to see that the approved project reorts are being received and
that the distribution is as listed.
